Annexure III

Strategy for implementation of Demonstrative Projects on       “Artificial Recharge to Ground water & Rain water Harvesting”

Demonstrative projects on “ Artificial Recharge to Ground water & Rain water Harvesting” are being taken up during 2006-07 at an estimated cost of Rs.5.95 Crore with 100% funding by Central Government. It is proposed to construct rainwater harvesting and artificial recharge structures through implementing agencies/ beneficiaries, Panchayats, NGO’s and VO’s. The scheme will demonstrate the efficacy of artificial recharge and rain water harvesting in 8 identified areas selected on scientific basis in different hydrogeological situations and create replicable models in similar set ups. It will results in capacity building of various agencies involved in construction of such structures for optimum benefits.

Areas for implementation

 

The scheme is being implemented in the following eight identified areas.

  1. Lingala, Pulivendula Vemula and Vemalli blocks in Kadapa district, Andhra Pradesh
  2. Gangavalli block in Salem district, Tamil Nadu
  3. Mallur Block in Kolar district, Karnataka
  4. Bel watershed, Amla & Multai Blocks in Betul District, Madhya Pradesh.
  5. Upper reaches of Choti kali Sindh river in parts of Sonkatch & Bagli block in Dewas district, Madhya Pradesh.

 

Preparation and approval of project

  1. Regional Director will receive the projects under the scheme, examine them, coordinate with Central Ground water Board, H.Q. Office, receive and disburse funds.
  2. While framing the projects proposals the beneficiaries/implementing agencies may consult Regional Offices of Central Ground Water Board for technical input. The location and designs for the proposed structures will abide the guidelines circulated by CGWB for optimum benefit. The Engineering designs should have the approval of Engineering Organization of the state designated for the purpose to ensure the stability of structure.
  3. The implementing agency will forward the proposal to the concerned Regional Office of Central Ground Water Board, who in turn will place the proposals before the State Level Technical Coordination Committee (TCC) for consideration and approval. Implementing agency will revise/modify their proposals as per comments of the State Level TCC.
  4. The Proposal duly approved by the state Level TCC will be submitted to Central Ground Water Board (Central Headquarters) for release of fund through Ministry of Water Resources.

 

Implementation of works

The works should be implemented as per the norms stipulated for implementation of NREGS by the Ministry of Rural Development.

  1. At least 50% of the works in terms of cost in a Gram Panchayat will be allotted to Gram Panchayat for execution. This is the statutory minimum and the Programme Officer or the District Programme Coordinator may allot more if deemed feasible.
  2. The other executing agencies can be intermediate and District Panchayats, Line department of Government, Public Sector undertaking of central and State Government, cooperative societies with majority shareholding of Central or State Government and reputed NGOs having proven track record of performance. Self Help Groups formed under SGSY may also be considered for entrusting works.
  3. The selection of executing agency will be based on technical expertise and resources, capacity to handle work within the time frame, reputation for work and overall interest of beneficiaries.
  4. Regional Director of concerned region would have overall responsibility for implementation of the scheme and would render technical guidance from time to time.
  5. The Regional Director of concerned region will identify the implementation agencies/beneficiaries to implement the project by following various existing norms for selection of implementing agencies/beneficiaries to implement rainwater harvesting and artificial recharge projects.

Funds

  1.  It is a Central Sector scheme and will be implemented on the 100% funding from Central Government. The Central funding will be in the form of deposit work to be executed by the states/state Government Agencies /NGI/PRI etc.
  2. Implementing agency/Beneficiary will arrange land free of coast for the project and provide undertaking to the state Govt. from Gram Sabha /Panchayats/ Municipality or any other Govt. Agency to whom the land belongs. As far as possible project will be implemented on government land only.
  3. The amount will be released in phased manner normally in two installments. The first installments of 70% will be released at the time of approval of the project. The next installment (30%) will be released in recommendation of State Level TCC after utilization of 70% of initial funds released to the implementing agency.
  4.  State level TCC will constitute a Local TCC under District Collector for implementation of the project, which will be notified through Government notification.
  5.  Implementing Agency will take up construction work as per approved schedule and engineering design by state Level TCC. It will maintain the quality of work and material for stability of the structure.
  6. Implementing agency will provide quarterly physical and financial progress to the local TCC and approved progress report/utlisation certificates will be submitted to the concerned Regional Director. The Physical vis-à-vis financial progress will also be forwarded to the state TCC.
  7. Concerned Regional Director will take all measures in case of non-receipt or delay in physical and financial progress reports. The State TCC will send the recommendations for release of further funds through the concerned Regional Director to Central Ground Water Board, Central Headquarters office. Their recommendations would be examined by the TCC at Central Ground water Board, H.Q office and forwarded to the Ministry of water Resources for release of funds or otherwise.
  8.  After approval of the scheme by state level TCC, no cost escalation on account of any items will be entertained.
  9. Balance un-utilized funds will be deposited with CGWB within 1 month of completion of the project.
  10. The funds will be utilized only for construction of rain water harvesting and artificial recharge structures/facilities. The preliminary survey & scientific studies for selection of the suitable sites and preparation of Detailed Project Report (DPR), expenditure on salary and report writing etc. will be borne by the implementing agency/beneficiaries within their own budget provision.
  11. Implementing agency should send utilization certificate to CGWB for release of installment in the prescribed proforma. The utilization certificate must be prepared strictly on the basis of the Receipts and Payment Accounts.
  12. The Audited Account for project works from the implementing agency is to be submitted to the Govt. of India as per usual procedure. In case of failure to start the project, full amount will be reimbursed to the Central govt.

 

Monitoring Mechanism
  1. It is proposed to constitute Technical Co-ordination Committees (TCC) at the state and local levels to monitor the scheme.

  1. The role of state Level TCC will be
    1. To provide leadership and guidance in the planning, implementation and monitoring of the scheme.
    2. To formulate broad guidelines for implementation of the scheme in the state.
    3. To identify implementing agencies/ beneficiaries as per norms adopted by various Central/ State Govt. Departments.
    4. To monitor and evaluate the implementation of scheme periodically with reference to objectives of the scheme.
    5. To provide a forum for convergence of various programmes of Central and State Govt. Departments for optimum benefits.
    6. To examine and approve the projects under the scheme.
    7. To discuss any other issue relating to implementation of the schemes.

  1.  The role of local TCC will be-
    1. To monitor the physical and financial progress of the project as per approved schedule and engineering design.
    2. To approve the utilization of funds submitted by the implementing agency/beneficiaries.
    3. To approve the demand for release of balance funds.
    4. To approve the final completion and utilization certificate.
    5. To disseminate the technical know how and benefits of the project to other user groups.

   27.  The role of Regional Director of CGWB will be -

    1. To oversee the implementation of the scheme and coordinate with Central Ground Water Board (H.Q.) and State Level TCC.
    2. To facilitate identification of the implementing agency/beneficiaries for implementation of the scheme as per approved Central /State Govt. norms.
    3. To examine the projects submitted by the beneficiaries in accordance with various guidelines issued.
    4. To periodically monitor physical and financial progress under the scheme, examine the physical progress and utilization of funds and recommend the release of balance funds under the projects take up all measures in case of non-utilization of funds.
    5. To arrange independent certification of the design and quality of construction of rain water harvesting and artificial recharge structures(s).

Time Schedule

 

  1. The construction of artificial recharge structures /roof top rain water harvesting structures will be completed by March, 2007.  However, impact assessment will continue during the XI Plan.

Completion Report of the project

 

  1. Implementing agency will provide completion report of the project and utilization certificate for the total funds utilized approved by Local TCC.
  2. Beneficiary will be responsible for operation and maintenance of the structure till the age of the structure indicated in the project proposal from its own resources.  No additional funds will be provided for it.

Impact Assessment

 

    • The CGWB will carry out impact assessment and submit an evaluation report clearly indicating outputs (in terms of physical assets created) and outcomes (in terms of water reclaimed on account of artificial recharge and rain water harvesting).
