Infrastructure Development
Under MOWR Infrastructure Scheme two activities have been taken up:
1. Acquisition of land and construction of buildings for offices of CGWB
.
2. Information Technology Plan
Information Technology (IT) Plan is proposed to implement the minimum agenda for e-Governance and the decisions of the Government of India on the recommendations of Expert Group for promoting computerization of the information on Personal & Citizen Services. The proliferation in technologies such as Internet, along with powerful data mining tools would enable Board to revolutionize IT support for the activities of governance and management. Considering the multifarious activities of CGWB, the use of IT is very little, the basic functioning., administrative set-up & management is still rudimentary. It is proposed to create a web-based environment that would translate the capabilities of the Internet into e-Governance. Many operational and administrative processes such as drilling operations, Inventory management, human resources , procurement, financial management, administrative processes, etc would be automated through standarised web-enabled applications, which would enable self servicing of many functions.
At present most of the processes are manual. Though Personal Computers, LAN and Internet have been provided at Central Head Quarters Office, Regional, Divisional and Unit Offices, but the use of IT is either limited to World Processing/ Spread-Sheets or small independent databases/ applications. The lack of linkage between different processes is limiting the use of IT. It is therefore, proposed to established a system of unified interlinked databases using Internet and Warehousing Technologies/ tools and applications. A unified/ standardized web based environment would translate the capabilities of the IT into e-Governance. Unified/ Consolidated and centralized databases along with associated applications would realize the concept of the “less-paper” office. Easy access to information would facilitate collaborative processing and team-work
The IT Plan is proposed to be implemented through NIC as a “Collaborative Project’. On the advise of NIC, a Pilot Ground Water Management System is proposed to be developed so as to carry out pilot study on the recommendations of the Planning Commission Report of the Expert Group on “Ground Water Management and Ownership”
