The Central Ground Water Board
is the National apex organisation with responsibilities
to carry out scientific surveys, exploration,
monitoring of development, management and regulation
of country’s vast ground water resources
for irrigation, drinking, domestic and industrial
needs.
Mandate of the Board – “Develop
and disseminate technologies, monitor and implement
national policies for the scientific and sustainable
development and management of India’s
ground water resources, including their exploration,
assessment, conservation, augmentation, protection
from pollution and distribution, based on principles
of economic and ecological efficiency and equity.”
The main activities of the Board are hydrogeological
surveys, exploration, nationwide monitoring
of the behaviour of water table and water quality,
assessment and monitoring of development and
management of ground water resources. The data
generated from these investigations provide
a scientific base for user agencies. Besides
advising states and other user agencies on planning
and management of ground water development schemes,
Board is also taking up special studies on research
and development, conjunctive use of surface
and ground water, artificial recharge, water
balance, and pollution, etc. It also organises
various training courses for personnel of its
own, as well as for other Central, State Govt.
Organisations and Public Undertakings besides
developing personnel from countries.
Established in 1954, CGWB functions under the
Ministry of Water Resources, Government of India.
The Board is headed by a Chairman and has 4
Members. It has 18 regional offices headed by
Regional Directors which function in different
State capitals. There are 17 Drilling divisions
and 10 unit offices. It has about 5,000 scientific
and engineering personnel to meet out to the
responsibilities.
The West Central Region (WCR) with its Headquarters
at Ahmedabad has jurisdiction over the state
of Gujarat and the UT of Daman & Diu .The
programme is oriented in close co-ordination
with state government organizations namely Gujarat
Water Resources Development Corporation (GWRDC)
and Gujarat Water Supply and Sewerage Board
(GWSSB) and U.T. administration.
Hydrogeological studies in the state of Gujarat
commenced in early fifties by the scientists
of Geological Survey of India (GSI). The groundwater
survey and exploration gained momentum with
the creation of a separate wing of GSI in 1953.
The Exploratory Tubewells Organization (ETO)
was created in 1954 to take up drilling and
construction of exploratory tubewells in the
country. Groundwater division of GSI in collaboration
with ETO launched a massive programme of groundwater
exploration with technical and financial assistance
of USA under Technical Cooperation Mission (TCM).
Under this mission, and subsequently by ETO
and GSI, large areas of Gujarat, mainly in soft
sedimentary formations, were taken up for surveys
and exploration. In 1970, ETO was renamed as
CGWB and in 1972 the groundwater wing of GSI
merged with CGWB. The Gujarat State and UT of
Daman & Diu were included under the jurisdiction
of District Unit located at Ahmedabad, which
functioned under Western Region, Jaipur. The
engineering wing (Div.I) at Ahmedabad continued
to look after drilling operations. Subsequently,
the Ahmedabad Unit Office was upgraded to the
status of a Regional Office in 1986. |
